The Irish Homing Union National Flying Club
RULES
2026
Title.
1. The Club shall be known as the Irish Homing Union National Flying Club.
Object.
2. The object of the Club shall be to promote National racing within the confines of Ireland.
3. All Races will be flown IHU Rules.
Officials.
4. The officials of the club shall be Chairman, Secretary and Treasurer.
5. Paid Officials shall be appointed by the Management Committee and must have a minimum of five years consecutive paid membership.
Management Committee.
6. The Management Committee shall consist of eight members plus the officials elected annually at the AGM. The Management Committee shall be made up of two members from Section A, two members from Section B, two members from Section C and 2 members from Section D, all with a minimum of five years consecutive paid membership.
7. The entire management of the club be invested in the Officials and Committee
8. The Committee shall apply the rules regulation and conditions as to the management of the club, its races or anything connected therewith. The Committee will also make decisions/recommendations as to subscriptions, entrance fees, propositions and in addition make such alterations to the rules, bye laws and conditions.
9. All decisions of the Committee in the execution of their duties shall be binding upon any member of the club subject to the right of appeal.
10. In addition to the foregoing powers and duties the Management Committee is hereby empowered to expel, suspend, or reprimand any member who in their opinion has violated any rules or regulations of the club or any condition appertaining to any race organised by the Club or who has been guilty of dishonourable conduct.
Meetings
11. The AGM of the Club shall be on the second Sunday in January each year. All notice of motions shall be in the hands of the Secretary by 1st December. The proposer must be in attendance.
Conduct.
12. The Chairman shall preside over all meetings of the Club. In his absence those present shall elect one of their number to act as chairman. The chairman shall have a deliberate and casting vote. Members must respect the authority of the chairman if not they will asked to leave the meeting. No alcohol allowed at meetings
13. The declaration of the Chairman that a resolution is in order or has or has not been carried shall, unless a poll be demanded, be conclusive, but if a poll is demanded it should be taken by a show of hands. Every member of the club shall have a vote.
14. The Secretary shall keep a record of all resolutions adopted at meetings of the Club together with names of proposers and seconders and result of voting, it shall be confirmed and signed by the Chairman.
Venue for Meetings
15. The Management Committee will set the venue for all meetings .
Disputes and Appeals
16. Should any dispute arise on any matter connected with the Club the same shall be referred to the Officials and Committee who shall then decide on a meeting of which both parties will be notified in writing and the nature of the dispute shall be set out and a meeting called with 7 days notice in writing to all members of the Committee who shall have the power to deal with the dispute in question
17. In the case of a dispute, if a member is dissatisfied with the decision of the Officers and Committee, He shall the right to appeal. All appeals must be submitted in writing and accompanied by a fee of €20.00. Refundable if the appeal is successful
Membership
18. Annual fee €50.00 must be paid before 1st May each year.
19. All members must be a member of the Irish Homing Union. Only IHU NFC members will be allowed to compete in IHU NFC events.
20. Members must fly a minimum of 75 miles in any inland national race they compete in. This does not apply to channel races. Members changing address this rule also applies to.
Finance
21. At the end of each financial year the accounts shall be prepared, audited and submitted to the Committee not later than seven days before the AGM.
22. The Auditor shall be elected annually at the AGM.
23. Banking account shall be kept at such bank as the Committee shall appoint in the name of the Club and all the monies shall be paid into such bank. Cheques on the said bank account shall be signed by two official of the Club. The Bank books shall be laid on the table at each meeting for inspection by members.
24. A balance Sheet and statement of accounts shall be prepared and submitted to the AGM. It shall be the duty of the Auditor to examine the correctness thereof and for this purpose the Auditor shall have access to all books and papers of the Club.
25. No cheques awarded for prize or pool winnings will be replaced after 12 months of being issued and no prize or pool winning cheques will be accepted for race entry payment.
Dissolution of Club
26. The club shall not be dissolved except by a two thirds majority vote of members voting at a special meeting called for that purpose, and of which 14 days notice has been giving to all members in writing. A further meeting shall be held to confirm such a resolution. In the event of the Club being disbanded under this rule the assets of the Club will be realised and the proceeds divided equally amongst the then active members. One loft one share.
Racing Rules
1. All IHU NFC races shall be under IHU Rules. The Club shall be divided into seven sections.
Section A; Irish South Road Fed East Coast Fed
Section B; South Leinster Fed
Section C; South Road Central Fed
Section D; Co Waterford and Co Cork
Section E; Co Limerick Co Clare and Connaught
Section F; Rest of Leinster
Section G; Ulster
2. For Inland races, race sheets, rubber race tags and cheques etc must be given to convoyer on transporters to give to National Secretary on return from race.
3. For Channel races, race sheets, rubber race tags and cheques etc must be delivered to a nominated National marking station on marking night.
4. All Marking station summary sheets with must be returned on marking night to National secretary .
5. All race sheets and clock envelopes must be filled in properly including pools and signed by competing member and returned by clock station officer by the third working day after race.
6. On night of race the first three in each clock station must be text in to phone no provided, as soon as velocity is calculated.
7. All section prize money will be on a pro rata basis irrespective of number of members or birds competing
8. Open prize money for channel races shall be higher than for land races.
10. All conditions in respect of Cups, Trophies and Specials together with the Donors ++ entered in the minute book before being competed for.
11. The Race Controllers in consultation with Convoyer have complete control of liberation.
12. Race marking, liberation dates and race points can be changed by Officers and Race controllers to avoid periods of unfavourable weather if needed.
13. The conveyer must make sure that all birds have left the crates before he leaves the race point.
14. The Officers and Committee shall have the power to demand a report from the race controller and covoyer when they see fit.
15. Members winning cups and trophies are responsible for safe keeping and return the same clean and will be liable for damage or repair.
16. Closing velocity for all races will be 220 yards per minute.
17. For inland races, the results finish at 75th place plus section places and pooled birds.
18. All clocks must be checked at the marking station where they were set.
Clock Rules
1. All members must time in by means of a timing clock which has approval of the current IHU list, or approved ETS. Members are not permitted to use both methods of recording arrivals in a race,
2. It is the members responsibility to check his clock after collection at the marking station to ensure it is properly set and sealed.
3. No member shall be allowed to set or check his own clock, or assist in obtaining a progress report or strike off with ETS.
4. All dials and rolls used in races must leave a complete and unbroken record of punctures and prints. However should a roll be torn by a member of the clock committee at the time of checking, which actually takes place in front of club members, a velocity will be allowed.
5. The Official and Committee shall have the right to inspect ETS antennas to make sure that they comply with IHU rules. Any ETS equipment showing visible signs of damage to the casing or seal will be refused for marking or checking.
6. Marking official to obtain time signal for ETS Equipment before starting to race mark, obtaining a progress report or strike off. All ETS set with radio signal shall be deemed correct. Manual Clocks must be set off a Master Timer which in turn is set off the Speaking Clock or ETS time Signal.
7. All clocks and ETS must be checked on day of race. Miller Gold Cup race clocks and ETS must be checked within two Hours. Also for Miller Gold Cup early birds must be phoned in within one hour of clocking.
8. ETS chip ring must correspond with Union birth ring of pigeon.
